Constitutional Framework
- Article 275(1): Empowers the Parliament to provide grants-in-aid to states that are in need of assistance, specifically to bridge revenue gaps and ensure essential services.
- Article 280(3)(b): Mandates that the Finance Commission shall make recommendations regarding the principles which should govern the grants-in-aid of the revenues of the states out of the Consolidated Fund of India.
